The bylaw was in place from the time there were only horses and horse drawn vehicles, and to dismount from your wagon on that side was to risk spooking horses in the street. I believe it was also still legal, perhaps uniquely in Canada, to keep hens and ducks for domestic food production within the city limits of Victoria.
